Batteries

India: Battery Waste Management Rules amended

They are in force since June 20, 2024.On June 20, 2024, the Indian Ministry of Environment, Forest and Climate Change published Rules to amend the Battery Waste Management Rules, S.O. 3984(E), 2022.
The main objective of the Battery Waste Management (Second Amendment) Rules, 2024 is to increase the use of recycled materials in battery production. The regulation sets specific targets for the minimum use of recycled materials out of the total dry weight of a battery for each financial year from 2027 to 2031 and onwards. For portable and electric vehicle batteries, the targets increase annually from 5% in 2027-2028 to 20% in 2030-2031 and onwards. For automotive and industrial batteries, the targets are 35% for 2027-2028 and 2028-2029, increasing to 40% for 2029-2030 and onwards.
The targets are set for each financial year, requiring manufacturers to gradually increase the use of recycled materials in their production processes.

Canada: Updates on Internal Electric Field Strength using the DASY Module WPT published

It is in force since May 17, 2024.
On May 17, 2024, the Canadian Innovation, Science and Economic Development Canada (ISED) issued Notice 2024-DRS0005 to clarify its position on internal E-field assessments as per Section 5.1 of RSS-102.NS.MEAS. This notice allows the use of other probe vendors or models if they meet RSS-102.NS.MEAS requirements, with guidance provided by ISED as needed.
Conditions for Using DASY Module WPT Without Enquiry:
Mandatory Equipment:
• Use the DASY Module WPT (robot-based system).
• Probes must be V2 or higher.
• WPT software must be V2.6 or higher.
• Note: MAGPy Version 2 Handheld System is under evaluation and not covered by this notice.
Guidance Compliance:
• Follow Revision 3, 05/24 of the application note and V2.6+ of the user manual from SPEAG.
Validation Tests:
• Provide results using standardized coils, including a comparison table with calibration certificate values.
Direct Exposure Assessment:
• Conduct assessments as per Section C.2.3 of RSS-102.NS.MEAS.
WPT Software Settings:
• Total field evaluation: ON.
• Multi-frequency: ON (can be OFF only if specific conditions are met as per Section 5.3.4 of RSS-102.NS.MEAS).
• Coverage Factor: Highly recommended to be ON.
Test Plots Requirements:
• Include field distribution with -20 dB boundary illustration.
• Provide three system tables: incident fields and induced quantities, Standard compliance evaluation (Absolute and Relative).
• Clearly display fundamental frequency, amplitude, and all emissions within 3 kHz to 10 MHz.
Test Load Description:
• Provide detailed descriptions.
• If using a dummy load for Type 2 or Type 3 WPT devices, repeat testing with a representative load such as a smartphone with a similar or greater charging rate.
Power Profile Characterization:
• Ensure testing uses the maximum charging rate, including over a period to activate the maximum rate, particularly for smartphones.

Colombia: New technical standards for the approval of Telecom Terminal Equipment published

They were approved on March 4, 2024, and are already in force.
The Comisión de Regulación de Comunicaciones (CRC) in Colombia released Circular 155 of 2024, including the update No 1 of the technical standards for the approval of Telecom
Terminal Equipment. This circular replaces Circular 132 of 2020, which is now longer in force.

Denmark: Radio Interfaces Order BEK No. 489/2024 published

It entered into force on July 1, 2024, and repealed Order BEK No. 1340/2023 on Radio Interfaces.
On May 21, 2024 the Danish Agency for Data Supply and Infrastructure adopted Order BEK No. 489/2024 on Radio Interfaces.
This Order lays down rules on frequency assignments, transmission effects, authorisation conditions etc. for the following radio interfaces listed in Appendices 1-41:
1) No. 00 003 for low-power radio systems for the transmission of alarms in connection with motor vehicles (Appendix 1).
2) No. 00 004 for low-power radio equipment for data communication (Appendix 2).
3) No. 00 005 for low-power radio systems for remote control (Appendix 3).

EU: Harmonisation of Radio Spectrum for Equipment Using Ultra-wideband (UWB) Technology, Decision 2019/785/EU published

It is in force since May 31, 2024.
"Article 1
Implementing Decision (EU) 2019/785 is amended as follows:
(1) in Article 2, point (i) is replaced by the following:
‘(i) “total radiated power spectral density” (TRPsd) means the average of the mean radiated power spectral density (e.i.r.p.) values measured with a resolution of 15 degrees over a sphere around the UWB device (generic or vehicular use) or around the use case-related scenario (as indirect emissions for UWB devices determining materials;’;
(2) Article 3 is replaced by the following:
‘Article 3
Within 6 months after this Decision takes effect, Member States shall designate and make available the radio spectrum, on a non-interference and non-protected basis, for equipment using ultra-wideband technology provided that such equipment meets the conditions set out in the Annex and it is used indoors or, if it is used outdoors, it is not attached to a fixed installation, a fixed infrastructure or a fixed outdoor antenna.
Equipment using ultra-wideband technology that meets the conditions set out in the Annex shall also be allowed in motor and railway vehicles or be allowed to be attached to a fixed installation or fixed infrastructure or be used with a fixed outdoor antenna where explicitly permitted in the Annex.’;
(3) the Annex is replaced by the text in the Annex to this Decision."

Egypt: National Telecommunications Regulatory Authority type approval procedure requirements updated

They are already in force and affect the documentation required and the marking.
Now, manufacturers (brand owners) must provide ISO Certificates, European or American test reports, and product labelling photos, in addition to the previously required documents for the Light, Tight, and Intermediate approval schemes.
The labelling requirements have also changed, allowing for minimal labelling on small-size devices and specifying the labelling requirements for external batteries and chargers. If a product is sold without its charger, the user manual must include the charger’s technical specifications.

Indonesia: New label requirements affecting Short Range devices published

They are effective since May 13, 2024. Prior submissions were exempt of this requirement.
The Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika Republik Indonesia (SDPPI) has published a new update, mandating the addition of warning signs on devices and packaging.
This revision includes Short Ranges Devices, for which the labelling now consists of:
• Certificate number
• PLG ID
• QR code
• Warning sign (page 16, Chapter V, Article (25) section 2).
For devices too small for labelling, package labelling will be sufficient. Submissions, prior to the implementation date of May 13, 2024, were exempt of this requirement.

Macao: Permitted frequency bands short-range devices expanded

It is effective since April 16, 2024. It covers low power and short-range radio communications equipment that is exempted from government licensing.
Macao’s government published Decision No. 64/2024 on April 16, 2024. It introduces changes in the Order from the Chief Executive No. 198/2014 covering low power and short-range radio communications equipment that is exempted from government licensing.
The low-power and short-range radio communication equipment of Category 1.8 (Wireless data communications equipment, excluding cordless telephone systems) and Category 1.10 (Satellite radionavigation and radiolocation system receivers) specified in paragraph 1 of the Order No. 198/2014 were modified as follows:
Category 1.8: Authorized frequency bands and PIRE Max.

Mainland China: New Technical Regulations for UWB and RFID equipment published

For UWB, it will enter into force on August 1, 2025. For RFID, it will enter into force on November 1, 2024.
The Ministry of Industry and Information Technology (MIIT) of China officially published the new technical regulations for UWB and RFID equipment on April 29, 2024.
Key aspects of the UWB technical regulation:
1. All UWB equipment operating within the 7163-8812MHz range shall comply with the specified technical requirements mentioned in the regulation.
2. Existing Approvals obtained under the previous regulation remain valid until their expiration.
Key aspects of the RFID 900MHz technical regulation:
1. All RFID equipment operating in 920-925MHz range must conform to the technical requirements outlined in the regulation.
2. The updated regulation eliminates the RFID 800MHz (840-845MHz) band from the original specifications. Existing approved devices containing the 800MHz RFID band can continue to be sold and utilized until they are phased out.

Mexico: Entry into force of IFT Graphic Label for approved telecommunications products

They were published on December 26, 2023, and entered into force on June 23, 2024.
On December 26, 2023, The Mexican Federal Telecommunications Institute IFT, published the Guidelines for the use of the IFT Label for approved products of telecommunications or broadcasting ( Agreement P/IFT/131223/733, 2023).
The main objectives of the guidelines are to add an easily recognizable graphic element to the marking or labelling, and lay down the provisions and specifications to be observed in the use of a stamp by holders of type-approval certificates, subsidiaries and importers as part of the marking or labelling referred to in Chapter IX of the Guidelines for the approval of products, equipment, devices or apparatus intended for telecommunications or broadcasting.
The holder of a Certificate of Homologation, such as subsidiaries, subsidiaries and importers, will be required to include the seal in the marking or labeling of the products, equipment, devices or devices intended for telecommunications or broadcasting, complying with the provisions of these guidelines.
The holder of a Homologation Certificate must use the IFT Seal, respecting at all times the following specifications:
• The IFT Seal must be printed in 100% positive black or 100% negative black, respecting the protection areas and minimum printing dimensions as defined
• The IFT Seal must be legible without the aid of magnification or magnification, and easily visible to the end user, considering the minimum printing dimensions.
• In the marking or labeling of the approved Products, the IFT Seal must be included, in addition to the prefix "IFT" in capital letters and the Homologation Certificate number provided for in the Thirty-eighth guideline of the Homologation Guidelines.
• The IFT Seal cannot be used alone in isolation or as a substitute for what is established in the Thirty-eighth guideline of the Homologation Guidelines.
• The holder of a Certificate of Homologation must use the IFT Seal in the marking or labeling of approved Products, only during the validity of the Certificate of Homologation that covers the Products.
Prohibitions on the use of the IFT Seal in the following specifications:
• If it's not a valid Certificate of Approval issued by the Institute that covers the Products.
• If the number of the Certificate of Approval is not published in the List of Approved Equipment on the Institute's website
• When the specifications are different from those provided in this guideline
• When the Product Homologation Certificate is suspended or revoked
• Products that are not subject to approval
• For any other purpose than what is stipulated in these guidelines.

Mexico: IFT (IFETEL) online registration portal (Ventanilla Unica) opened

E-mail applications will not be accepted in the near future.
The Mexican Institute of Telecommunications has opened its online registration portal (Ventanilla Electrónica). Local certificate holders will need to register through it as soon as possible beacuse e-mail applications will not be accepted in the near future.

Pakistan: Unlicensed RLAN operation (WIFI 6E) in 6 GHz band in Pakistan announced

It was announced on May 16, 2024.
The Pakistan Telecommunications Authority (PTA) announced regulator has announced the allocation of the 6 GHz spectrum band for unlicensed operation for Radio Local Area Network (RLAN). With the unlocking of this band, Pakistan has become the 10th country in the Asia Pacific region to embrace the 6 GHz band for Wi-Fi, joining a select group of 60 countries worldwide that have unlocked this spectrum for RLAN services.
Currently, Wi-Fi in Pakistan operates within the 2.4 GHz and 5 GHz bands, providing bandwidths of 100 MHz and 150 MHz, respectively.

Saudi Arabia: Requirements for smartphone chargers and electronics devices updated

They will need to consider standards unifying port types for electronic devices and chargers for smartphones (SASO IEC 62680-1-2:2017; SASO-IEC 62680-1-3:2017) prior to August 1, 2024. The CoC must be updated by August 1, 2024.
SASO, the Saudi Standards, Metrology and Quality Organization, updated the requirements for smartphone chargers and electronics devices for the HS Codes listed below. As a result, such products will need to meet the requirements of the standards unifying port types for electronic devices and chargers for smartphones (SASO IEC 62680-1-2:2017; SASO-IEC 62680-1-3:2017) prior to August 1, 2024.

South Korea: Unlicensed Radio Equipment Notice amended

It is in force since May 30, 2024. It increases the radiated power for specific low-power wireless devices used in wireless access systems.
On May 30, 2024, the South Korean Ministry of Science and ICT issued Notice 2024-23 to amend the Unlicensed Radio Equipment Notice No. 2008-74.
The amendment pertains to Article 4 of Notice No. 2008-74 and increases the radiated power for specific low-power wireless devices used in wireless access systems, including GHz band wireless LAN. The limit of 250mW or less is increased to 500mW or less.
The Notice entered into force on the date of its promulgation, 30 May 2024.

They cover aspects as the inspection standards for the test reports.
Regarding application requirements for «power bank» or «ITE (non-wireless charger) or Audio/Video» equipment with wireless charging:
(1) «Power banks» with wireless charging functions are all back-end products according to their product functions, not a composite function, so the product is still classified as a power bank and its inspection standards. Only the EMI part must also comply with the magnetic field radiation of CNS 13803 (2003 edition) Shooting regulations:
1. The EMC report can issue in same report, but it should clearly state the additional testing items and standards.
2. The inspection standards are: CNS 13438 (2006 edition) + CNS 14336-1 (2010 edition) + CNS15364 (2013 edition) + Magnetic field radiation of CNS 13803 (2003 edition).
(2) «ITE (non-wireless charger) or Audio/Video» equipment with wireless charging function:
1. The safety regulation is CNS15598-1 (2020 edition), the EMI report is CNS 15936 (2016 edition) and Test item report of CNS 13803 (2018 edition).
2. The EMC report can be issued in the same report, but the report should clearly state the additional testing items and standards. (3) For the above two items, if the report signatory does not have the qualifications of CNS 13438 (2006 edition)/ CNS15936 (2016 edition) +13803 (2003 edition) (2018 edition) at the same time, the report must be issued separately.

Viet Nam: Circulars affecting the band planning for public terrestrial mobile communications systems published

They are effective from June 14, 2024 and June 24. They affect the technical specifications for the frequency bands 710- 1785 MHz, 1805-1880 MHz, 880-915 MHz and 925-960 MHz.
The Vietnam’s Minister of Information and Communications (MIC) issued two new Circulars, No. 03/2024/TT-BTTTT and No. 04/2024/TT-BTTTT, concerning the band planning for public terrestrial mobile communications systems in Vietnam.
Circular No. 03/2024/TT-BTTTT
It was issued on April 30, 2024 and is effective since June 14, 2024. It outlines the deployment of Vietnam’s IMT public terrestrial mobile communication systems in the bands 1710-1785 MHz and 1805-1880 MHz.
Circular No. 04/2024/TT-BTTTT
It was issued on May 10, 2024 and effective from June 24, 2024. It plans the deployment of Vietnam’s IMT public terrestrial mobile communication systems in the 880-915 MHz and 925-960 MHz bands.
They are aligned with the shutdown of GSM only networks by September 16, 2024.
